Well, this will make playing certain places harder. I understand the reasoning behind this rule, but the rules committee is naive if they think this is not going to be abused.
Performance stands out like a ton of diamonds. Nonperformance can always be explained away.
Great news. We are giving guys that can't even make calls right now...now they have the power to toss someone because they call targeting. That's not going to go wrong is it?

NCAA 2020 Rule 314.B Section 8 Article 6:
All players are now required to tackle by simultaneously placing both hands on the opposing ball carrier. This is known in the pee wee ranks as "Two-Hand Touch". Also, all Quarterbacks are now required to wear pink tutus to warn opposing players not to touch them. If a player gets within 3 yards of said Quarterback, the referee shall signal a sack by waving a sparkly tassle about, then call timeout to check and see if the Quarterback is indeed OK.
I'm aware that there needs to be boundaries, but I see this ruining football. A defensive end is going to go to tackle a QB and the QB is going to duck, get hit in the head, then the defensive end will be ejected because the QB ducked. Guaranteed.
I motion that we name this rule the Dunta Robinson rule. Thank God the Falcons got rid of that clown.
