I can only assume that since he has 2 years to play 2 that they are expecting him to come in and contribute immediately.

Could someone explain to me why some Juco players have 3 years to play 2 and some 2 years to play 2 ? does this mean he redshirted a year on Juco ?

Yes, Rooks already used his redshirt year. All college players from JUCO to D-I only have five years to play four.
